
Transit Development Plan
CDTA’s Board of Directors adopted a new Transit Development Plan (TDP) on September 24, 2025. You can find the TDP and its appendices below.
What is the Transit Development Plan?
The Transit Development Plan is a comprehensive roadmap for the future of mobility in the Capital Region. It contains recommendations for improvements and updates to all of CDTA's services. CDTA will implement some of these recommendations over the next five to ten years.
How was this document developed?
The TDP was developed based on a combination of public engagement, data analysis, and outreach with stakeholders and employees to help guide the development of the plan’s recommendations. This engagement process is documented in the TDP, with even greater detail provided in the appendices.
Can you give me the 30-second synopsis of the TDP?
After roughly fifteen years of fast-paced expansion and new services (BRT lines, a smart fare card, bikeshare, carshare, microtransit, and growth to two new counties), we are shifting focus from expansion to service quality. CDTA wants frequent, fast, reliable, and easy-to-use transit service supported by bikeshare, carshare, and microtransit in walkable communities. Included among the files below is a 10-slide presentation given to the CDTA Board of Directors in August, which shows more of the suggested changes to service.
